Ps4 downloaded a game i didnt buy

Ps4 making me repurchase a game I already bought and paid for when it came out. I tried re-downloading bloodborne to my ps4 last night, says I need to buy it again. I bought it digitally but and its in my purchases but i cant download it without paying again. Can I get banned for having a game that I didn’t buy in my library?
